Can You Import a Chinese Car or E-Bike Into the US?

You can import a Chinese car into the United States. You just have to wait until the 2040s. That is the honest arithmetic behind the 25 year rule, and it covers every electric sedan built in Shenzhen or Shanghai.

Two-wheelers are a different story. An e-bike can clear customs next month, provided the paperwork is right and the wattage is low enough.

So this splits into two questions with two very different answers. Here is the car answer first, because it is short.

The 25 year rule, and the math it produces

Federal law requires any car sold in the US to meet federal safety standards. There is one escape hatch. A vehicle at least 25 years old is exempt.

The rule was written for collectors. It lets someone bring in a 1960s roadster that was never crash-tested here.

Now apply it to Chinese cars. The Chinese EV industry only reached real production volume after 2020. A 2022 model becomes importable in 2047.

That is the whole answer for anything modern. Not a loophole. Not a workaround.

Arithmetic.

My read: the 25 year rule is doing something it was never designed to do. It was meant to spare collectors from a rule written in the 1960s. It now functions as a blanket ban on an entire industry.

What the exceptions actually cost

Two paths exist, and both are narrower than the internet suggests.

Show or Display is the first. NHTSA grants it to vehicles of historical or technological interest that were never sold here and were produced in numbers under 500. Approval arrives with a mileage cap of about 2,500 miles a year.

A mass-produced Chinese sedan will not qualify, because the production numbers run into the hundreds of thousands. Even if one did, a 2,500 mile cap makes it a museum piece rather than a car.

The second path is the Registered Importer route. A licensed importer takes your vehicle, modifies it to meet federal standards, and certifies the result. Airbags, lighting, labeling, structure.

Costs run from about $15,000 to well over $50,000. The modification also has to be technically possible in the first place.

But for anything under about $100,000, this route loses money before the car moves. It exists for exotics where the alternative is owning nothing at all.

And then the tariff lands on top of everything else. Chinese-made electric vehicles carry a 100% Section 301 tariff plus the standard 2.5% base rate. Roughly double the car, before shipping.

That figure came from a rule change in 2024 aimed squarely at Chinese EVs. Even a car that cleared every safety door would arrive with a 100% markup, which is the flattest possible way to say we would rather you did not.

There is one maneuver worth knowing. A car can transit the United States under bond without being imported, on its way somewhere else. That is how a Chinese car legally crosses American soil without entering the American market.

Useful if you are moving to Canada. Useless if you live in Ohio.

The Mexico route gets asked about constantly, so here it is. Chinese EVs are on sale in Mexico today, and a car bought there can be driven into the US on a temporary basis. It cannot be registered here. Temporary import is for visitors, not for residents who want plates.

Off-road declarations do not help either. Importers do sometimes bring vehicles in declared for off-road use only. That declaration is not a loophole. It means the vehicle can never be registered and never driven on a public road.

The e-bike story runs the other way.

Bicycles enter the US at a zero base rate, and Section 301 adds 25% for Chinese origin. On a $1,500 e-bike that lands near $375 in duty alone.

Real money. Not a wall.

But the tariff is not the hard part. Certification is.

UL 2849 covers the electrical system of an e-bike, battery and charger included. Amazon requires it for listings. New York City requires it for e-bikes sold or rented inside the city. California has its own version for bikes sold in the state.

A battery also needs UN 38.3 testing before it can legally fly. That is the standard telling an airline the cell will not catch fire at altitude.

None of that is optional, and none of it is free. Testing runs into the thousands of dollars per model.

Then comes the number that decides what you are actually importing. Federal law defines a low-speed electric bicycle with three conditions. Working pedals. A motor at or under 750 watts. A top speed at or under 20 mph.

Miss any one of those and the vehicle is not a bicycle. It is a motor vehicle, and it walks straight back into the safety certification regime that made the car impossible.

That is the trap. Plenty of Chinese e-bikes ship with 1,000W motors and 28 mph top speeds. On a spec sheet that reads like a feature. For an importer it converts a customs form into a federal vehicle.

The thresholds are also national, which means they disagree. Europe draws the line at 250 watts. The United States draws it at 750. The same machine is a bicycle in Ohio and a moped in Germany.

Wattage sells, in other words. A 1,000W badge reads as more than 750W, the same way a bigger number on a phone box sounds better. One of those numbers is a marketing choice. The other is a legal category.

My advice, plainly. If you want to import a two-wheeler, buy one that stays inside 750W and 20 mph on paper, and make sure the seller can produce the UL 2849 report for that exact model. If they cannot hand you the report, the listing is decoration.

And treat the battery as the real product. The frame is a metal triangle. The part that burns down apartment buildings is the cell pack, which is precisely the part the certification exists to test.

Registration is a state question, and the answer is usually easy. Most states treat a compliant e-bike like a bicycle. No plate. No insurance. No federal filing.

A few states limit where you can ride.

Getting the bike here is its own problem. A boxed e-bike is bulky and light, which is the worst combination for freight. The battery inside it also triggers the same shipping restrictions that apply to any lithium cell, so some carriers refuse the shipment outright.

The landed price is where the arbitrage lives or dies. Add 25% duty, add freight, add whatever the seller charges for certification paperwork. On a $1,500 bike that stack can put you near a US store price.

So the scorecard splits. Cars: wait three decades, or spend six figures on a conversion that may not be technically possible. E-bikes: importable this quarter, if you read the wattage before you read the price.
